The second specialized training seminar for Community Representatives Local Council Heads was held on 24 Saratan 1405 (July 15, 2026), organized by the Herat Municipality in collaboration with the Atefi Charity Foundation, with the participation of 120 community representatives and local council heads.
The event was attended by Mawlawi Hamdullah Naeemani, Mayor of Herat; Mawlawi Abdul Ahad Khairkhwa, Head of the Urban Governance Department of Herat Municipality; Haji Ghulam Hazrat Amini, Director of Social and Cultural Affairs of the Urban Governance Department; Hamidullah Afzali, General Director for the Coordination of Community Representatives; Juma Khan Eslampal, Director of Assemblies and Local Councils of Herat Municipality; Marouf Sharifi, Head of the Atefi Elites Business Institute; Abdul Rashid Ferdani, Head of the Cultural Department of the Atefi Institute of Health Sciences; along with several other officials.
The seminar was delivered by Abdul Rashid Faizi, a lecturer at Herat University, covering important topics including legal affairs, security, social issues, reconstruction, and urban civic culture.
At the opening of the program, Abdul Zahir Ershad, Deputy Director of the Atefi Charity Foundation, welcomed the participants and conveyed the message of the Foundation’s Leadership Board. Afterwards, Mawlawi Abdul Ahad Khairkhwa, Head of the Urban Governance Department of Herat Municipality, spoke about the vital role and responsibilities of community representatives in serving citizens. Subsequently, Mawlawi Hamdullah Naeemani, Mayor of Herat, emphasized the importance of cooperation between citizens and local institutions and encouraged everyone to uphold sincerity, good ethics, solidarity, respect for the law, and dedicated public service.
At the conclusion of the seminar, certificates of participation were presented to the attendees by officials of Herat Municipality and distinguished guests. The event concluded with prayers and expressions of hope for the continuation of effective cooperation between Herat Municipality and the Atefi Charity Foundation.
